DL140 G2 No video

I just got a DL140 G2 from a friend and i'm powering it on, and fans automatically go on max, and it does not output any video at all.

I have also connected a video card to it and i still get no video.

I'm not a pro when it comes to servers, so any help would be greatly appreciated.
