Gen 10 server gets DHCP offer with URL for HTTP boot but never actually attempts HTTP boot

I got one data center where I got HTTP boot to work to install Red Hat and CentOS 7 via netboot HTTP.

But in my other data center the two servers I am trying to do the same they will not actually attempt any HTTP connection. Tcpdump shows the offer (same as in the other data center):

00:36:41.109643 IP (tos 0x10, ttl 128, id 0, offset 0, flags [DF], proto UDP (17), length 296)
10.237.95.10.bootps > 255.255.255.255.bootpc: BOOTP/DHCP, Reply, length 268, xid 0xef01c0dd, Flags [Broadcast]
Your-IP 10.237.95.97
Server-IP 10.237.95.10
Client-Ethernet-Address 08:f1:ea:81:22:78
file "http://10.237.95.10/kickstart/uefi/grubx64.efi"[|bootp]

But it then never attempts to talk to the HTTP server, nothing shows up in tcpdump until it attempts to switch to PXE.

Any idea how to debug this? The UEFI shell only ends up with:

>> Booting Embedded FlexibleLOM 1 Port 1 : HP FlexFabric 10Gb 2-port 534FLR-SFP+ Adapter - NIC - (HTTP(S) IPv4)

No offers received matching the 'UEFI HTTP Boot Policy'
