Cannot locate CP009682 package - HP Virtual Device 4.6.16.0 (or newer)

I found a few notices on the exact issue I am having:

However, the download link does not work.  I searched and searched online and cannot locate any place to download the pacakge CP009682.exe

I do have a copy of CP009681.exe (the 32 bit version) from back in March - but can't find the x64 version (CP009682.exe).

Would anyone have a link where I could find it?
